Based loosely on the graphic novel of the same name (we won't pretend to have read it), The Electric State spends its time in the 1990's and gives an accurate though not exact feel to the technology of the time. The film happily lets grain linger in shadows during the first hour, while we spend some time in 'Civilised' society seeing what could have been George Costanza if he tried his hand at fostering children.
